Window Flickers

Walking home past a tall apartment building, I saw some synchronized blue flickers in the dusk. I stopped for a bit and watched. Five floors apart, the light levels of two different apartments were moving in parallel. I wonder what it would be like to walk past a similar building forty years ago when there were only a few television channels.
