This could be done w/ thermoelastic materials, but then temperature rather than user control would determine the bra mode. Probably the best compromise would be an elastic band / bands / or mesh interwoven with the bra that could be tightened via pull strings at the sternum or rear clasp to increase tension / support. That said, it could be doable from a construction standpoint but it would severely limit the style of regular bra that could be worn.  For example, a balconette style bra, when made tighter, would do nothing but squish the ladies up and out.  So it would have to be full coverage, which not everyone likes wearing in the first place.
