There are a lot of distractions: noise and people watching. The unusualness of the event makes it exciting in a distracting way. Having difficulty hearing the caller adds to this. I suspect that regular outdoor dances, like the one in Ithaca or the Copley Sq international dance don't have the same challenges. But the difficulty is part of the fun. In order to have multiple callers work well, or multiple people calling while dancing, I think the calls would have to be in sync.
